Open your main picture (main). Open the picture you want to be reflected (reflected). Crop reflected to be just what you want. Select all in reflected (control-A). Copy (Control-C)

You can close reflected now.

Make sure main is now active.

Paste in the reflection (control-V)

Free transform the reflection layer (Control-T) so that it is the correct size for the eye.

Repeat the paste and free transform for the other eye.

Try different blending modes (like screen) and opacity levels to make the image look good.

Also use the eraser tool to erase some of the reflection if necessary.
