Is there any software that allows you to turn photos into cartoons, besides from the Photoshop attachment?

no such thing? you could add effects on your pic.. play with paintbrushes.. but there's no cartoon effect to change your image completely into something cartoon like...

You could try turning it into greyscale, try using things like filter-%26gt;distort-%26gt;pinch or filter-%26gt;render-%26gt;3D transform to caricature a face, and then use the paint, brush and pen tools to colour it back in. Just a case of experimenting until you get a result you are happy with.
